Les 50 schémas de ville sont répartis en deux phases de construction. Les règles de la PHASE 1 sont similaires au principe du SUDOKU. Les règles de la PHASE 2 sont plus compliquées et demandent plus de raisonnement. La difficulté, facile au départ, est croissante dans les deux phases.
